My dear Sir

I hope you will permit me to express the very great satisfaction with which I heard that you have appointed a Governor General of the Philippine Islands who believes in Philippine independence in the person of Mr. Francis Burton Harrison. It has seemed to me extremely important that the government of the islands should be placed in the hands of men who believe in the policy of the Democratic party as declared in its national platforms and I am very glad that you have been able to fill the principal municipal office so satisfactorily. I appreciate the difficulty you have had in finding the proper man, and I hope you will be able to provide Mr. Harrison with as suitable associates.
With this let me say also how much the manner in which the Mexican question has been dealt with has been admired by the persons in this neighborhood, whose opinions you would value.
