My Dear Mr. President

It occurs to me that Henry Wade Rogers of Yale might be a good man for France & that Pindell of Ill might like a year in Russia while you are waiting for Crain.
If you decide against Bernstein why not speak to Lewis about Sigmond Zeisler of Chicago—He would be an excellent man. I think Simon Wolf of the District is a Dem but am not sure.
Am glad we are nearly through with our diplomatic list. Since Lind thinks it best not to send a Swede to Sweden I wish you would offer Sweden to Arkansas & ask the Senators to agree upon a man. We have not done any thing for Arkansas & Clark is chairman of the caucas & Robinson is one of our best friends in the Senate. If we can take a man from Arkansas that will about finish our list of Democratic states—Am not sure but it might be better to change Leavell of Miss to Sweden & give Arkansas Gautaumala.
