<p>I have received visit from de la Barra, sometime President, lately Minister for Foreign Affairs, et cetera. He desires me ascertain whether it would be convenient for the President to see and talk with him in purely private capacity. His idea is that if he visited New York with his wife on the way to Europe the President might invite him to Washington simply as a distinguished personage. The request really comes from Huerta. De la Barra declares that Huerta is anxious to come to an understanding with the U. S. Government and is prepared to discuss measures to satisfy revolutionists. I beg to suggest there could be no better opportunity and means for the President to communicate his attitude to this Government.
