Do not rely on newspaper reports. They are inaccurate.. Indications this morning are favorable. Believe it possible to secure the passage of harmless law if action cannot be delayed. Number of strong men in Legislature will urge respect for your wishes. If a law must be passed am unofficially and without committing you expressing preference for law limiting ownership to aliens from countries permitting American ownership. This would temporarily stop land purchases and we could urge Japanese Government not to change law. If Japanese Goveuimply advising as friend. Governor Johnson much impressed by your attitude. He manifests growing inclination ? respect your advice. He may (favor?) limiting ownership to aliens from countries permitting American ownership. Answer San Francisco.
