Hon. William Jennings Bryan,
Sacramento, California.

It seems to me clear that the responsibilities of the administration in dealing with the case before it does not extend to state laws passed at other times and with reference to which it has not been called upon to take action. Replying to the inquiry what I would do if the Legislature passed a bill containing the words ineligible to citizenship or their equivalent I can only say that I can not assume that the representations heretofore made to the Governor and Legislature of California and which your presence in Sacramento must necessarily have greatly emphasized will be disregarded and so render it necessary to consider that question.
