Woodrow Wilson
Hon. Lindley M. Garrison,
Secretary of War.
I quite agree with you that there is no particular haste in appointing a Governor General of the Philippines, and I shall wish to take up the matter with you very carefully. My own impression is that the more we look into the matter the more you will discover the reasonableness of the choice I have made, but we must cover the whole field before we finally decide. You are quite right in thinking that the time of the choice ought to depend upon whether you go to the Philippines or not. Just now it does not look to me possible to spare you from Washington for so long a time so early in the administration, when we are getting things into shape.
