The President desires and intends to respect to the utmost the unquestionable prerogatives of the government of California in the matter of land tenure, but feels at liberty to request that you will be kind enough to have the full text of the pending Alien Land Tenure bill telegraphed to this Department immediately upon its passage by the Legislature of the State, and that you will allow this Department as long a time as possible under the constitutional provisions of the State for the consideration of the measure in view of the treaty obligations of the Government, so that, if necessary, the questions and the possible embarrassments involved may be laid before you before the measure becomes law by your signature.
