My dear Senator,

I am sincerely obliged to you for your note of yesterday and I entirely concur with the judgment it expresses. I find things are taking a more favorable form in the Legislature in California than I had supposed. The phraseology of the bill now pending appears to be almost exactly that which I suggested to you and Mr. Kent.
