Knowing how heavy is the pressure upon your time, I have huyou on public matters, but as my Government requested me to remain here beyond the date originally fixed for my departure in order that I might do what I could to settle with you and your Administration such questions as are pending between the United States and Great Britain, and as the time when I must leave is now fast approaching, I will venture to ask you for an early opportunity of mentioning to you—the Secretary of State being absent—the most important of those questions viz: that of the Panama Canal Tolls, in order that I may briefly oitherto abstained from approaching econvey to you the views of my Government regarding it. Whenever therefore you find that you can spare me a few minutes for this purpose, I shall be at your disposal. I do not wish to ask you for any further expression of your own views than you may feel yourself in a position to give me, but merely to convey to you the views of my Government.
