Sir:
I beg to report that I arrived in Manila, Friday, 14th inst. by the Pacific Mail steamship Mongolia. Among the passengers were many Philippine officials from whom I obtained information of value. I left Manila today for Pampanga province, where I shall spend several days. On Thursday, the 20th, I start for the southern islands and shall spend some six weeks in a tour of the archipelago. After returning to Manila I shall go to Baguio — the summer capital. It is my plan to acquaint myself first with conditions before discussing matters with administrative chiefs. I have escaped all publicity and so far have been able to get information without appearing inquisitive. Indeed, there is so much tension of feeling as regards the Philippine policy of Democratic administration that one has only to be a good listener to be in the way of copious supplies of fact and comment. As I shall devote careful study to the situation before attempting to draw conclusions it may be two months before I shall be ready to begin my report. My cable address is Howford, Manila.
