Dear Mr. President:

The French Government has expressed a desire to have Mr. Samuel Gompers return to France to be in Paris at the time of peace negotiations. The French Government feels that Mr. Gompers exercises a steadying influence and that it would be very helpful to have him in France at this time. I have also been advised by Sir Charles Ross that many persons in Great Britain are of the opinion that it would be helpful to have Mr. Gompers in Europe at this time.

Will you kindly indicate what action you wish me to take with regard to advising Mr. Gompers?
