My dear Mr. President:
With reference to the appropriation of 50 millions for National Security and Defense, 1919 accounts, (Sundry Civil Act, July 1, 1918), I have the honor to advise you that notices of your approval of the following allotments have been received at this Department since the date of report of the 30th ultimo:
1918
Oct. 30, Amount of allotments reported - - - - - - - - - - - - - - - - - - - - - $29,262,860.53
Sept. 19 To Department of State:
To be expended for providing winter supplies
for civilian population of Archangel district
of Russia - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - 5,000,000.00
Nov. 14 To complete expenses of U.S. delegates and
assistants, to conference at Berne, Switzerland,
between U.S. delegates and those of Imperial
German Government in regard to prisoners - - - - - - - - - - - - 10,000.00
Oct. 16 To Navy Department:
To be expended for site for Southern High Power
Radio Station, near Monroe, N.C. - - - - - - - - - - - - - - - - - - - 65,000.00
Nov. 1 To Treasury Department:
To be expended for increase in salaries of
assistant engineers and firemen for
remainder of fiscal year 1919 - - - - - - - - - - - - - - - - - - - - - - 9,702.00
Nov. 8 To Department of Labor:
To be expended in making studies of wages,
hours, earnings and conditions of labor
in industries - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - 300,000.00
Oct. 26 To Interdepartmental Social Hygiene Board:
To be expended for salaries and expenses of
the Board until December 31, 1918 - - - - - - - - - - - - - - - - - - 2,000.00
Total allotments received to date - - - - - - - - - - - - - - - 34,649,562.53
The unallotted balance, therefore, as of November 18th is $15,350,437.47.
In the matter of the appropriation of 100 millions for National Security and Defense, 1918 account, (Deficiency Acts, April 17 and December 15, 1917) I beg to inform you that the balance unallotted, $6,327,631.26, as advised in the report to you on the 30th ultimo, has not changed.
