Dear Mr. President:

I transmit a letter from General Bliss, the early part of which will undoubtedly interest you. I attach, also, copy of a memorandum which I have caused to be filed with the Air Service for its guidance in connection with the proposed formation of an Inter-Allied Independent air force.

Respectfully yours,

Newton D. Baker

The President.
