Dear Mr. President:

I am trying to assist Dr. John R. Mott and Mr. Raymond Fosdick in the preparation for the United War Work Campaign to raise 170 million dollars to finance for one year the work of the seven associations which have united their appeal for the week of November 11th, in accordance with your request. Dr. Mott told me that if absolutely necessary to secure legislation from Congress permitting national banks to contribute to this campaign, as they were permitted to contribute to the Red Cross, you would be willing to write a letter to the Chairman of the House Committee on Banking and Currency expressing the belief that this ought to be done. I drafted a joint resolution to accomplish this purpose and Senator Owen had it passed very promptly in the Senate. It is now in the Committee on Banking and Currency of the House. Mr. Glass has left for Europe and there is so much opposition in the House Committee to this measure that Mr. Glass told me it would probably be difficult to pass it without some direct help from you. I am sorry to have to trouble you with this matter, but knowing your keen interest and desire to see the United War Work Campaign made a success, I have ventured to draft a brief letter addressed to the Chairman of the House Committee on Banking and Currency which I hope you may be willing to send. I enclose with the letter a copy of Senate Joint Resolution 179 and the favorable report of the Senate Committee which contains your letter to Mr. Fosdick of September 3, 1918, some expressions of which I have put into the letter addressed to Mr. Glass.
