My dear Mr. President:
I send you herewith the paraphases of three telegrams which Mr. Barclay handed me this afternoon. I think it is important that you should see them at once.
I would particularly call your attention to the last paragraph of the second telegram, which has sufficient merit to warrant careful consideration.
