From the back of the photo: "President Wilson's limousine, the Pierce Arrow. The Plates are of Maryland issue. At that time (1917) and for some years prior, Maryland required that all cars registered in the District of Columbia bear Maryland license plates before they could be operated in Maryland. For some legal reason this also applied to White House cars."
