My dear Mr. President:

I enclose a letter of very recent date from General Bliss. I send it because of its intrinsic interest and also because of the fact that it seems to show that Lord Milner took up the proposition, which Lord Reading submitted, with General Foch and Mr. Clemenceau before sending it through Lord Reading here, which puts a better face on the whole matter, but still leaves in my judgment the wisest course to be the one you outlined for me to communicate to Lord Reading.
