Number 1941 Nov. 29th Confidential.

For Secretary of War.

I venture to suggest that it would have an excellent effect upon and be very greatly appreciated by the whole Army if early in the program being prepared for the President during his visit to France he would review on the battle field a selected body of the troops that participated in the Meuse-Argonne battles and address them on that occasion. I believe that such an occasion would afford the President the best opportunity he will probably have to emphasize to Europe, in an address to his own troops as their Commander-in-Chief, the purpose he had in mind in sending this army to France.

I should also deeply appreciate it if you would inform the President that I would be highly honored to have the President and Mrs. Wilson as my guests at Headquarters for such time as can be spared by them during their visit to France. Pershing.
