My dear Mr. President:
I am enclosing a substitute for the paper I left with you on Tuesday relative to treatment of the telegraph and telephone matter which, while using much of the data contained in the original, is, I think, an improvement upon that statement in that it develops some reasons why the wire service should be owned by the Government.
