My dear Mr. President:

I return herewith dispatch Number 52.

Warburton has been informed that we do not desire him to secure or transmit to us any information with regard to Supreme War Council proceedings or the negotiations now on foot.

Warburton is an energetic and active fellow, and he evidently imagined he had some function, but General Churchill gave him no directions in the matter and of course did not expect him to be entrusted with any of this information. I think the matter is now completely cleared up.
