My dear Mr. President:-

I think you will be interested in reading the attached telegram from London.

Information from this source has, as you know, been most reliable in the past and I am inclined to give full credence to this information. It should be read in connection with reports we have received from other sources indicating that the German military regime has not been eliminated, that it is still all-powerful and that it intends to resume control in the event of the failure of the present negotiations looking to an armistice and peace.
