My dear Mr. Secretary:
Will you not be kind enough to ask Mr. Francis to assure the President of the Government of Northern Russia that the interests of Russia have at no time been out of our thoughts and that in any arrangement that may be entered into at any time with the German government, we shall be careful to safeguard the interests of Russia?
