White House.

My dear Mr. President:--

I sent you statement of Mr. Jesse Halsey with regard to the Russian situation as he saw it, which I desire you to read. I think it has some value of suggestion in it, as well as the value of eyesight knowledge of conditions. The Mr. Martin, who was with him, was my former Secretary and was a very efficient and very reliable fellow. He is now in France in either the French military or French Intelligence service, I don’t know precisely which. After you have read it and had one of your clerks take a copy of it, if you think it is worth it, please send me back the original.
