My dear Mr. President:

I enclose to you a letter which I have just received from Mr. George Kennan which I think you will find of sufficient interest to read. Attached to the letter is a Memorandum on the equipment of an expeditionary force in Siberia which, being from one who understands the climatic conditions, should, in my mind, be sent to the War Department for its information. I believe Mr. Kennan’s statements can be implicitly relied upon as to the rigorous winter which our men will have to endure in eastern Asia.
