My dear Dr. Hall:
Of course I am interested, and sympathetically interested as you know, in every effort to establish the most effective cooperation in scientific research, but I want to say very frankly that I do not think it would be wise for me to approve the Inter-Allied conference before it has taken place. The right course for me to pursue, it seems to me, is to wait until the conference occurs and then approve or disapprove (I assume that I should approve) the recommendations it makes.
We have already established methods of cooperation which seem to me to be working very satisfactorily indeed and with excellent results. I am at all times willing to consider further action in the matter, but I think it ought to be formulated first.
