I have the honor to transmit herewith a letter from Dr. George D. Herron of Geneva concerning certain questions put to him as to the attitude which the President might adopt in case of certain action being taken by the Pope.

Inasmuch as Dr. Herron furnished me with only one copy of this letter on the day on which the pouch closes, I have ventured to transmit it without making duplicates rather than delay it a week.
