Personal Comment of Harold F: McCormick

I believe the message is sincerely proposed.

I believe the message is sent in the sincere desire to come to some understanding with President Wilson.

I believe the message has no purpose in view to separate President Wilson from the allies, but to treat with him as representing the allies.

I believe that psychologically the Germans carry in mind the double stand point at the same time - of Military operations and Peace operations, and that in some quarters this is misconstrued as simply an element of weakness.

I believe they feel they can carry on each stand point without reactionary influence, the one upon the other; each having its turn in prominence according to circumstance.
