The United States constrained to resort to arms in defense of its rights under the law of nations against the lawless aggression of unrestrained arbitrary power, finds its beloved standard of independence floating by the side of other powers in the world’s struggle for the safeguarding of humanity……..greatly appreciated and in my own name and on behalf of my countrymen I thank you and the Roumanian people.
