My dear Senator:
You are quite right about the importance of affiliating water transportation with railway transportation, and I am taking the liberty of sending your letter today to the Chairman of the Council of National Defense in the confidence that it will receive the attention it deserves from the Advisory Committee of the Council.
Cordially and sincerely yours,
Woodrow Wilson
Hon. Duncan U. Fletcher,
United States Senate.
