My dear Mr. Secretary:
I wish you would make a survey of your department and ascertain if there are a couple of suitable places there for colored appointees. The administration is facing the problem of bringing a few representative colored Republicans into administrative activity and I should very much like your assistance in ascertaining where there are suitable places for a couple of colored men. I will be glad to have you report the matter to me personally when you are fully informed.
