Windsor, Vt.,

—President Wilson will leave Windsor at two o’clock this afternoon, arriving in Washington Wednesday morning to begin work at the usual time. The President has enjoyed his stay here and his health has been benefited. Dr. CT Grayson, his physician would like him to stay longer, but the President feels he must return to Washington.

He will arrive at the Capitol tomorrow morning at nine o’clocq. This morning he went to Hanover for a last game of golf before leaving for home. The day was clear and Mr. Wilson was in fine spirits. Dr. Grayson will return to Washington with the President, but other members of the family party, Professor Stockton Axson, Mrs. Sayre, Miss Margaret Wilson, Mrs. Horne and Mrs. Cothran will remain at the summer White House.

Mrs. Sayre will go to her home at Williamstown, Mass., in about three weeks, and about Oct. 1, she may go to Washington or the President may visit her.

The President has practically decided the ship registry question while here. Soon after his return he will issue an executive order suspending for a state period, probably three years, the provisions of the navigation laws requiring vessels flying the American flag to have mates and masters who are American citizens and to be measured by Americans. He will do this in accordance with the recent amendment to the Panama Canal act. He has been assured that about two hundered vessels new flying foreign flags will take out American registry as soon as he issues the executive order.

The President remained at the “Summer White House” yesterday afternoon with Colonel EM House, while the other members of his family took a long automobile ride.
