TUESDAY.

Arriving in Washington this morning at 5:00 o’clock, the President did not leave the train until 8:15. He went directly to the White House, where he had breakfast. Immediately after breakfast he proceeded to his office to pick up the accumulation of business that awaited him there. The President signed a large number of documents, and in the afternoon presided over a regular Cabinet meeting, at which reports were made by the members of the Cabinet touching on the general political situation and the mix-up in Congress.

In the evening the President conferred with Senator Martin, Majority Leader of the Senate, and with Senator Simmons, Chairman of the Senate Finance Committee. The Senators reported to the President that the Republican Senate leaders were desirous of forcing a special session in order that they would be able to debate all of the peace proceedings, but especially the conditions and constitution of the League of Nations during the time that the President was in Paris, following the adjournment of the 65th Congress. The President told Senator Martin that he would not call a special session until the work of the Peace Conference was completed. On leaving the White House Senator Martin issued a public statement to that effect.
