TUESDAY.
The President attended two conferences of the League of Nations Committee, at which it was announced that the constitution would be completed in time for the plenary session not later than Thursday. However, it developed that the French were not satisfied. They wanted to include in the League of Nations constitution a provision for a permanent international army and navy, that would operate under the jurisdiction of the League’s executive committee. As a result of this new point and of a difference of opinion regarding other articles, a special committee, composed of Lord Robert Cecil, Colonel House, Bougeois and Venizelos, was named to draft there or four paragraphs, about which there was dispute.
