My dear Mr. Sec.
Rep. Carlin has just come to see me & told me of the very kind interest you have taken in regard to the matter I spoke to you of at Annapolis—
He says he and Sen. Swanson know of my special interest in the appointment of Dr. Grayson and that you have asked for 5 places—(such as you suggested at Annapolis instead of one—as you first thought to be created—) and that the reason of the increase in number is that it makes it less pointed–and was more tactful—
I am deeply grateful to you for this quick response to my request—but, like Oliver Twist, I want some more—and it is this—
Mr. Carlin tells me that there is some doubt about the construction of the law—as to whether the 5 places would be appointed by the President or become automatic increase in rank—and that a word from you will settle this—
Will you see there is no doubt about the construction—or otherwise all our work is ineffective for the object we were working for—
