Dear Sir:-

I have asked my friend, Dr. Cary T. Grayson, to give you this letter and thus bring to your attention for the second time my application for the position of Minister to Santo Domingo. My letter to you of May 13th was forwarded by the Hon. J. Harry Covington, Representative from the Fifth Maryland District.

Because of my being so close to the leaders of this country, by them considered almost a Dominican, I feel that I can do much for my country in this critical period. Last year certain unfriendly influences from Americans did great harm, it will require time and careful efforts to remove the impressions then made. My having then helped them is a reason now offered for my selection, their gratitude will assist me in much of the work I shall have to do. Any other American might be by them quite differently considered.

I understand that certain rules forboid my asking my good friend, Hon. Wm. G. McAdoo, Secretary of the Treasury, to endorse me by letter to you. His predecessor in office, Hon. Wm. Windom, because of the love he had for his old professor, my fartther, Dr. Charles Martin, asked me to so use him, wrote to another cabinet officer a strong endorsement, thus secured for me a position. I have recently received several letters from Mr. McAdoo, most friendly, upon Virginia political matters, and I am sure if you ask him to tell you who the writer is, he then will be very glad to write you about me. I respectfully suggest this plan.
