“Please call Mrs. Wilson’s attention to serious situation created by proposed withdrawal of all American peace delegates. Just returned from Berlin and am convinced withdrawal strengthens opposition to present government which already weakened by non-ratification. Retention one member, probably Bliss, most desirable for sake appearances.
