Re: TreatyIn order to gain time some of those interested in the Chinese-Japanese problem suggest that a provision be put in the treaty providing for the complete surrender of all the German claims to the Shantung Peninsula, and leaving the disposition of both territorial and economic rights either to the League of Nations or to a commission made up of representatives of the Five Great Powers. This would give an opportunity for more deliberation and possibly satisfy the immediate demands of the Japanese.
