Nothing has been so near my heart as the plan I had confided to you and the disappointment in its miscarriage has depressed me more than anything since I have been in Washington. It seems in official life that those things you most desire do not come to you and you are impotent to bring them to pass.
Please give my love to your wife and be assured your disappointment is not greater than my own.
