My dear Grayson
Here is a letter from Delly Green. I really think the President ought to issue an executive order in his behalf. Won’t you take this up with him at the earliest moment? Delly has a large family of little children, and it would be a shame to let him go adrift. He is an unusually intelligent and loyal fellow, and I know he would do good work if he was given a Departmental position. An executive order would be thoroughly justified in this case.
