In the absence of Admiral Benson I beg to transmit for your information the following telgram which has just been received in this office:

"For Commander Squadron three patrol force PARKER at Libau Colonel Groome and four officers aboard period Have obtained fifteen days supply food from British period Germans have ordered Esthonians to stop advance on Petrograd which refused period Pamphlet circulated in Libau printed German states Germans refused sign Peace Treaty and ask all Germans stand by Fatherland period Five Bolshevik Force on Admiral Cowan's squadron well disciplined food accurate probably German officers period USS LAKE MARY LEAVING Riga tomorrow having discharged cargo period Have prepared route instructions for issue ships bound for Reval and Riga period 231004."
