Dear Doc
I have looked into the case of Mr. Wise, and find that he was nominated for appointment as Consul of Class Seven and confirmed just before Congress adjourned. He has not been notified of his appointment yet as the Department has not been in a position to assign him to a post, although it is hoped it can be arranged within two or three weeks, at which time he will be instructed to take his oath and proceed to his post. I shall do what I can to hurry this up.
In the meantime, there is no objection to letting him know that his appointment to consular rank has gone through and that probably in the course of a few weeks he will be definitely instructed as to his oath and entrance upon duties.
