WEDNESDAY, Another day was spent fighting over the mandatory question at the conference. When I asked the President at dinner what had been accomplished, he replied with one word: “Neutral”. As a matter of fact the President was gaining ground but only by constant fighting and at a very severe tax upon his mental resources.
