Dear Mr. Stone:

I have just received from President Wilson an answer to the communication you instructed me to deliver to him, concerning representation with American forces in France. The President enclosed a copy of a letter from Secretary Baker which does not deal directly with your request. The inference one would draw from Mr. Baker's letter is not encouraging.

I showed these letters to Mr. Noyes and also a memorandum I prepared, based on Secretary Baker's communication, for such use as you care to make of it.

No doubt the thoughts I have expressed will occur to you in better form.
