Dear Mr. President

I inclose a copy of a letter which I wrote to Mr. Gifford, Director of the Council of National Defense, with regard to the action of the Committee on Coal Production.

It seemed wiser to write this to Mr. Gifford than to the Attorney General in order to prevent the counsel for the defendants in the New York law suit from claiming that the letter was written to the Attorney General for the purpose of influencing pending litigation.

I trust the last paragraph but one of my letter is sufficiently tactful.
