Dear Mr. President

I inclose a confidential cablegram which has just come from General Pershing. Unfortunately the underscored words seem to be faultily transmitted by cable and it usually takes more than a day to have them serviced for correction. I send this only for your informationThe third paragraph of this cablegram deals with rather frequent requests which come to me from Mr. Tardieu that I organize all sorts of ancillary troops to be used back of the French lines until we need them. General Pershing apparently has reached the conclusion that the French would rather have us work for them than fight for them. I am adhering rigidly to the policy of getting our own Army organized, and find it sufficiently difficult to get the large bodies of technical troops necessary for our own full equipment.
