Dear Mr. President

Enclosed is a long letter, but a very intelligent one, and is typical of a great number of cases, I am sure, that are arising under the draft law. I thought you might like to see this letter. The letter is addressed to Nell, but she has not seen it, so I am sending it to you on my own account. I am firmly convinced that there should be an exemption in every case of this character. I have made no answer to the letter and thought you might, if you think it advisable, refer it yourself to the Secretary of War.
