<p>In the case of Colonel Carl Reichmann, before the Comittee presented his name to the Secretary of War I, by his direction, called on Colonel Van Deman to investigate and report. Before the Committee took action, Colonel Van Deman reported to me that he had made such investigation as was possible here in Washington, that there was nothing against Colonel Reichmann's record in the matter of loyalty, that among the many officers who knew him intimately, he could not find anyone who had the slightest doubt as to his loyalty and that he (Colonel Van Deman) from personal knowledge would vouch for him.<br /><br />Major-General, <br />U.
