Dear Mr. President

You may have noted in this morning's newspapers some question is raised in the Senate as to the loyalty of Col. Carl Reichmann, whose name you sent to the Senate the other day for temporary promotion to Brigadier General in the National Army.

I inclose a memorandum from General Bliss showing that this subject was considered here before the name was submitted.Col. Van Deman, referred to in General Bliss' memorandum, is the Chief of the Intelligence Division (Secret Service) of the Army.
