Dear Governor

Here is a letter from Lord Bryce which is interesting because of its broad outlook.

A writer in the last Contemporary Review says:

"In the address to the Senate of January 22nd which, it may be, posterity will rank higher than all other utterances of our times, the President said 'is the present war a struggle for a just and secure peace, or only for a new balance of power, etc.'"
