I enclose a short statement in reference to the bill for insurance of our soldiers and sailors which I am giving out for release on Sunday, next. I hope you may have time to glance at it. I feel very much encouraged about the prospects of prompt passage of this important legislation, and hope you will, a little later on, make a statement to the country expressing strongly your approval of the measure. I will suggest an appropriate time.
